“DEVICE FOR REGULATORY PLAN TERMS-CONDITIONS
ALIKES PROTECTION AND THE SURROUNDING AREAS “

The Municipal Authority in the implementation of programmatic positions to protect the natural environment of Salt Lake and Tigaki this broader area of ​​health protection for citizens and visitors, and the emergence and maintenance of such a tourist area of ​​outstanding beauty and wealth, decided to propose a draft regulatory decision on the upgrading of this area.
It is known to all citizens of that region, the majority of current degradation due to any kind of disturbing human interventions, both the networks Ovrios water basin and the protective trench Aliki.
The situation of Italian drainage channels of the Ovrios basin is unacceptable, since they have become dirty drains transporting dirty water to the sea.

The sewage disposal within the above drainage channels, poses enormous risks to public health and environmental degradation and widespread ecological damage. The same phenomenon exists around the Salt Lake.

The functioning of this perimeter, illegal farms, pollute severely, resulting in a degraded environment, in an area where any such activity is prohibited under the existing legislation.

The area of ​​Salt Lake, and this broader, as delineated by the way the road to Marmari Tigaki because of these disturbing actions, has become a proven area of ​​mosquitoes and midges hatching.

So to take immediately the necessary measures to protect the Salt Lake area and the surroundings, to fight against mosquitoes and gnats, it was decided under the responsibility of the President of the Municipal Council and with the help of the scientific potential of the Environment Directorate of the Municipality, to gather all necessary data and images depicted in the current situation to the relevant report and maps that accompany the regulations, to clarify the necessary actions that would lead to consolidation in the region, protection, enhancement and utilization.

Proposals for reform and development in the area are:

• Direct creation of an informal management structure with representatives from the municipality and business and environmental organizations.
• Actions including cleaning and removal of solid objects.
• Control of mosquitoes and gnats through systematic combat measures.
• Immediate removal of illegally operated businesses. (Stables, pens, etc.)
• Systematic restoration of the network of water basins and perimeter drainage channels
• Monitoring and policing to prevent pollution from wastewater.
• Prohibition of entry any type of motor vehicles.
• Redefinition of positions and proposals of the study Perganti Foti – Evangelos Pappas, to highlight the cultural dimension of the Salt Lake area and the readiness of the folder to finance the necessary resources.

For the the success of these actions the following is proposed:

• The Municipal Council to Issue directly regulations to protect the region and the Environment Directorate monitor compliance, indicating penalties.
• Directly promote the consolidation of local projects and rehabilitation of drainage networks.

Article 1

The area within which the provisions of this lies north of the sea, east of the main street of Tigaki, south of the road and west of the main road Marmari.
The attached map 1*, which is an integral part of this reflected all the extensive network of drainage water.

Article 2

The owners, distributors and usufructuary of real estate and other open spaces located within the area of ​​Article 1, are required to clean the canals and drainage trench of water, under the supervision of the Environment Directorate of the Municipality, and in case of failure by the respondents Address Environment of the City is required to clean them. The related expenditure will be borne by the parties responsible. Against those not complying a fine will be issued of fifty (50) Euros (Lepta) per meter length of the channel, and the monies will go towards the relevant municipality, certified against or equivalent expenditure by the municipality for cleaning and submitted a complaint report against infringers to statutory offenses Law 1650/1986, in conjunction with Law 4042/2012.

If there are two owners over the one drainage channel area in relation to the above, infringement charges relate to both.

Article 3

Within the residential area of ​​environmental control as determined by Presidential Decree (OG 1024/D/28-11-1997) prohibits the creation and operation of facilities such as stables and holding pens and any other uses that harm the environment. Within 30 days of publication of this, owners of the above shall remove the structures and the above companies. Failure to comply shall be fined 500 euros for each day maintenance and removal and non-related complaint report for violating Law 1650/1986, in conjunction with Law 4042/2012 and Article 6 of Law 4056/2012.

Article 4

Within the area of Article 1 is strictly forbidden to discharge sewage or treated wastewater with a maximum of 25 mg /l , and the open spaces within the network of canals in the area of Article 1. In case of non-compliance and after exposure of the department of the municipality or agency responsible decision of the City Council to that imposed on non-compliant fined 500 euros and a complaint.

Article 5

Within the area of ​​residential zone control of the Presidential Decree, the effect of organized recreation and swimming and any permanent or semi-permanent construction, opening of roads and creating parking spaces as well as its passage is strictly prohibited until the conclusion of a study,. Offenders will be fined 100 euros.

Article 6

 Responsibility for administration and management of activities in the area of ​​Article 1 takes a first step until the establishment of a management body, nine committee consisting of representatives of both the Municipal Local Councils and Communities Asfendiou Pili, executives of the Municipality of Service and the Directorate of Environment and representing producers and environmental organizations.
